A number of non-governmental organizations, scientists and specialists argue that Morocco also violates Article 49 (6) GC IV regarding the territories of Western Sahara. Since its invasion in 1976, the “morocconization” of Western Sahara(Randa Farah, Western Sahara and Palestine: Shared Refugee Experiences, 16 FORCED MIGRATION REV. 20, 23 (2003), [http://www.fmreview.org/FMRpdfs/FMR16/fmr16.7.pdf]; Teresa K. Smith de Cherif, Peace in Western Sahara?, 38 AFRICA TODAY, at 49, 54 (4th Qtr 1991), [http://www.jstor.org/stable/4186780?seq=1#page_scan_tab_contents].) has become an important part Morocco’s state policy.(Anne Lippert, The Human Costs of War in Western Sahara, 34 AFRICA TODAY 47, 53 (1987). Over the past 30 years, the Moroccan government has spent about 2.4 billion USD on the development of basic Infrastructure, construction of airports, ports, roads and power plants on the territory of Western Sahara.(Deon Geldenhuys, Contested States In World Politics (2009), 196.36.William J. Durch, Building on Sand: UN Peacekeeping in the Western Sahara, 17 INT’L SECURITY, 151, 164 (1993), [http://www.jstor.org/stable/2539025?seq=1#page_scan_tab_contents])

The Moroccan government has also provided tax breaks and paid higher wages to those migrating to the occupied territory with a view to encouraging Moroccan populations to move there.(William J. Durch, Building on Sand: UN Peacekeeping in the Western Sahara, 17 INT’L SECURITY, 151, 164 (1993), [http://www.jstor.org/stable/2539025?seq=1#page_scan_tab_contents]) Government salaries in these areas were two times higher than in Morrocco’s capital, Rabat.(Jacob Mundy, Autonomy & Intifadah: New Horizons in Western Saharan Nationalism, 33 REV. OF AFRICAN POL. ECON. 255, 262 (2006)) The Moroccan government has offered free (or very low priced) housing and subsidies for food and petrol products for its citizens in the territory.(Akbarali Thobhani, Western Sahara Since 1975 Under Moroccan Administration (2002), 105,[http://www.jstor.org/stable/3559375?seq=1#page_scan_tab_contents]) It has even economically encouraged  marriage between men from Western Sahara and Moroccan women.(Akbarali Thobhani, Western Sahara Since 1975 Under Moroccan Administration (2002), 165,[]) Such efforts were designed to secure a favourrable outcome for Morocco in a proposed 1991 referendum on the status of the territory of Western Sahara. That referendum did not take place, and it is unknown how many displaced Moroccans stayed on to live the occupied territory in the years following unsuccessful attempts to hold a referendum.(Steve Kirby, Morocco Looks For UN ‘Rubber Stamp’ Over West Sahara, THE INDEPENDENT (LONDON), Nov. 26, 1991, at 13.)
